Street Trading

Pedestrian safety and convenience are community priorities, which are reflected in Council’s Risk Management Policies and its Community Plan 2022. Council recognises the need to ensure our footpaths are safe and convenient for the entire community, particularly for the disabled. This means preserving most footpath space for public, rather than commercial use and ensuring that a clear path is maintained in accordance with the disability access requirement under the Disability Discrimination Act, and other standards and guidelines, that take into account the needs of the visual and mobility impaired. However, within this context, Council recognises that the commercial use of footpaths contributes to the economic vitality of local business.

POLICY OBJECTIVES

  • To provide a framework that encourages footpath usage in accordance with statutory
    requirements for public access and circulation, including the needs of the disabled.
  • To ensure that competing uses in the public realm are balanced and that public footpath
    utilisation is in keeping with the Town Centre Master Plan.
  • To ensure that all street trading is appropriately authorised and any risk to Council is
    mitigated.
